Julio A. Rhymer, Sr.  is a distinguished finance executive with over 30 years of experience, renowned for his creative approach to financial management and strategic leadership. His career is marked by transformative initiatives that have driven growth and innovation across multiple sectors. Julio’s ability to blend financial acumen with visionary thinking has consistently delivered sustainable results for the organizations he serves.

Julio excels in financial strategy, business development, and operational efficiency. His expertise in project management, strategic partnerships, and negotiation is complemented by his innovative approach to problem-solving and change management.

Julio has been the Chief Financial Officer at CAH Holdings LLC, DTR Holdings, and VITELCO d/b/a VIYA. In this role, he partners with the CEO and parent company to creatively expand business operations through strategic acquisitions, devises innovative financial models, and provides strategic guidance to support new ventures. His leadership ensures robust financial management, optimizes procurement processes, and manages employee pension benefits. Julio’s focus on personnel development fosters a culture of innovation and succession planning.

Julio previously served as the Director of the Office of Management and Budget in the US Virgin Islands. He demonstrated creative foresight in forecasting territorial revenues and enhancing tax collection strategies, playing a key role in crafting financial plans and budgets, and aligning departmental operations with innovative governmental policies and fiscal constraints.

Julio transitioned to the role of Interim Executive Director and later Executive Director (CEO) at the Virgin Islands Water and Power Authority. Under his leadership, the Authority improved financial stability and spearheaded recovery efforts post-2017 hurricanes. His innovative testimony before the United States Congress was pivotal in securing approximately $7.5 billion in essential funds for rebuilding the territory’s infrastructure, including energy, transportation, and other critical systems.

Julio was the Chief Financial Officer at the Virgin Islands Water and Power Authority. His strategic and creative leadership was instrumental in enhancing financial performance and compliance. He introduced key performance indicators and spearheaded initiatives to improve customer energy efficiency, contributing to the Authority’s improved bond ratings.

Julio served as the Chief Financial Officer at the Virgin Islands Housing Finance Authority in St. Thomas, USVI. During this time, he innovatively led the merger of over 200 rental units and 200 mortgages from the Government of the Virgin Islands into the VIHFA. He established a nonprofit subsidiary to creatively revitalize and redevelop rental property assets through ARRA exchange and forged strategic partnerships with the Government Retirement System and the VI Water and Power Authority to develop a 35,000 square foot office complex. He developed a creative partnership plan between VIHFA and Virgin Islands Housing, Parks and Recreation to acquire homes for resale to low-income homebuyers and designed an Urban Renewable Plan to creatively acquire, demolish, renovate, and resell homes that were abandoned, damaged, or foreclosed within urban communities.

Julio holds a Master of Business Administration and a Master of Accounting Financial Management from DeVry University Keller Graduate School of Management, as well as a Bachelor of Business Administration in Finance with a Minor in Real Estate from Georgia State University. He has held various Board roles in organizations such as the Virgin Islands Housing Finance Authority, Territorial Government Hospital and Hospital Facilities Corporation, Virgin Islands Public Broadcast System, Virgin Islands Public Finance Authority, Virgin Islands Lottery Commission, CARILEC – Association of Caribbean Utilities
